If one or more turns have taken place since a player has committed a crime, then he cannot be found guilty.

It's awfully long. If someone would like to split the rule or make rules which explicitly define punishments or kinds of crimes, that would be appreciated. Without further ado, the rules:

Note that this is more than 300 characters, but Rule 11.(m) only applies to newly added rules, so my move is legal.
