I think its because there's been a lot of political stuff going on lately as to whether loli will become illegal in the US and since 4chan and not4chan are hosted in the US they want to be on the safe side until things get cleared up.
heh, all that'll happen is they'll put notes in front of all the loli artwork claiming "All characters depicted are over 18". Psh, it won't change a freakin thing.

That depends on the anime loli, though. The more realistically drawn anime lolis are are far easier to find IRL than IRL versions of the saucer-eyed, highly stylized as well as stereotyped little creatures that are supposed to be interprented as juvenile humans.

The bill of rights are intended to protect everyone's rights against other people trying to take them away. So long as your rights don't infringe on someone else's we enforce them. The problem with real life child porn is we feel the rights of children are infringed and they can't defend themselves. So laws are passed to protect them.
The difficulty with Lolicon is it doesn't outright hurt children. Some people think it does in that it causes certain men to view children sexually and become predators of children. Whether that's true is a very huge debate.
I don't think so though. But I'm not in charge of the laws. Meh, Japan will still produce it since they'll never make loli illegal.
One thing to consider in the lolicon debate is how many people turn "pedo" after they are first exposed to lolicon and how many were "pedo" before it.
From my days on /b/ I'd say that a number of people turned pedo after being exposed to lolicon on /b/, and its questionable how many of them started collecting CP after that. You could also argue that the opposite is true as well (exposed to CP => downloading lolicon).

People who favour the freedom within which contains an understanding of why things like lolicon porn should be legal seems to be becoming a smaller and smaller minority online. Whether you like it or not, consider the people who enjoy it odious or not, or other such arguments are ignorant to the reason why it should be legal.
