From my limited experience I don't think the kind of person who frequents regular forums would fit in in a text board.
I think they can substitute though, in that I would never dream of signing up for a regular forum account in order to talk about things. That would basically mean having a social identity and reputation on the Internet and that makes me uncomfortable. Same kind of reason I'm scared of IRC.
